Honorable Gregory Parker, Ph.D., is a distinguished public servant and technologist with over thirty-five years of leadership experience across the public and private sectors. A trailblazer in Texas politics, Dr. Parker made history as Comal County’s first black American and youngest-ever commissioner, where he championed initiatives in transportation, workforce development, and education. His public service career also includes appointments as City Manager and Commissioner with the Texas Commission on State Emergency Communications, where he managed multimillion-dollar budgets and large-scale operational teams.

In the private sector, Dr. Parker has served as the Chief Executive Officer of PQT Health, a health-tech company that delivers AI-powered, cloud-based EHR solutions designed to streamline rural healthcare. He currently leads CGT Capital Group, a family office and investment firm overseeing diversified portfolios in healthcare, logistics, real estate, finance, and cryptocurrency ventures. His entrepreneurial projects include Dyvine EHR, Health OS, and LuxMe, a real-world asset tokenization platform that integrates blockchain with ISO 20022 standards.

Academically, Dr. Parker holds a Bachelor of Business Administration, a Master of Public Administration, and a Doctorate in Public Policy and Administration. He has served as an adjunct professor and is a published author, contributing numerous works on economics, governance, technology, cryptocurrency, and conservative political thought.
